
Budget 2027 adds pet care to Malaysia's lifestyle income tax relief. From year of assessment 2027, you can claim three pet costs: the fee for adopting a pet from a registered animal shelter, vaccination by a registered vet, and sterilisation (spaying or neutering) by a registered vet. There is no separate pet limit. These costs share the existing RM2,500 lifestyle relief with books, a computer, smartphone or tablet, internet subscriptions and, also new for 2027, AI subscriptions. The relief applies to money spent from 1 January 2027, claimed in the 2028 e-Filing season. Grooming, boarding, pet food, general vet treatment and pets bought from shops or breeders are not covered. The measure is still a proposal until the Finance Bill passes, and LHDN has not yet said which receipts it will accept or what "registered" means, so keep every receipt in your own name from January.

What did Budget 2027 announce for pet owners?
Prime Minister and Finance Minister Anwar Ibrahim tabled Budget 2027 in the Dewan Rakyat on Friday, 9 October 2026. Paragraph 29 of the speech says the lifestyle relief will be widened to cover AI subscriptions and the cost of vaccinating and adopting pets from registered centres.
The Ministry of Finance's tax measures document gives the detail in Appendix 6. It proposes widening the lifestyle relief to cover pet care costs, in its words "to foster compassion and empathy toward animals that need care". The two items are:
- The cost of adopting a pet from a registered animal shelter (pusat perlindungan haiwan yang berdaftar).
- Registered veterinary services for vaccination and sterilisation (perkhidmatan veterinar berdaftar untuk pemvaksinan dan rawatan pemandulan).
The same appendix says the lifestyle limit stays at RM2,500, including the new items, from year of assessment 2027.
Which pet costs can you claim?

The official text says "pets" (haiwan peliharaan) without listing species, so it is not limited to cats and dogs on paper. LHDN's guidelines will settle the detail.
How much is the relief worth?
A tax relief lowers your chargeable income. It does not refund the ringgit you spent. What you save depends on your top tax band.
Budget 2027 also proposes cutting two resident tax bands by one percentage point: income from RM70,001 to RM100,000 would be taxed at 18%, and from RM100,001 to RM150,000 at 24%. At 18%, every RM100 of relief saves RM18 in tax.
Example. In 2027 you adopt a cat from a registered shelter for RM280, pay a vet RM80 for its yearly vaccine, and buy a RM1,500 phone. Your lifestyle claims total RM1,860, under the RM2,500 cap. If your top band is 18%, the RM360 of pet costs saves you about RM65.
The catch. If you already use the full RM2,500 on a laptop or phone, pet costs add nothing in that year. Plan big lifestyle purchases with that in mind.
When does it start?
The relief covers money spent from 1 January 2027. Year of assessment 2027 is the 2027 calendar year, so you claim these costs in the e-Filing season that opens in early 2028.
Budget measures become law through the Finance Bill, which Parliament debates after the Budget is tabled. Until it passes, the pet relief is a proposal. LHDN normally publishes the claim rules after that.
What is still unclear?
- What "registered" means. The documents do not say who the shelter or the vet must be registered with.
- Which receipts count. LHDN has not yet said what proof it will accept.
- Whose pet. The AI subscription item covers your own use, your spouse or your child. The pet items do not say.
- Bundled fees. Many shelters include vaccination and neutering in the adoption fee. You can only claim the same ringgit once.

What should pet owners do now?
- Keep every receipt from 1 January 2027 for adoption, vaccination and neutering, in the name of the person who will claim.
- Ask your vet for an itemised receipt showing the vaccination or sterilisation separately from the consultation, medicines and other treatment.
- Ask the shelter for an official receipt with its full name and registration details before you pay the adoption fee.
- Check how much of your RM2,500 is already used on devices, books and internet.
- Do not delay a vaccine to wait for 2027. An unprotected pet is a bigger cost than any tax saving.

Other Budget 2027 tax changes for individuals
The same paragraph of the speech raises the basic individual tax relief from RM9,000 to RM12,000, the first change since 2010. Other reliefs would be widened too: medical treatment to include postnatal care services, sports equipment to include sports shoes, and the relief for parents and grandparents to cover all care costs, not only health.
Does PGH count for the relief?
No. PGH is a grooming salon and pet hotel, not a vet clinic, so grooming, boarding and day care are not part of this relief. We do ask every hotel guest to have at least one combination vaccine.
