
Adopting a cat or dog from a shelter in Selangor or Kuala Lumpur usually costs between nothing and a few hundred ringgit. SPCA Selangor, in Ampang, charges RM280 for a cat and RM350 for a dog. Both fees include vaccination, deworming and neutering, and the cat fee includes a carrier. Smaller shelters and independent rescuers often ask for RM30 to RM100, or waive the fee. From year of assessment 2027, Budget 2027 proposes that the cost of adopting a pet from a registered animal shelter counts toward the RM2,500 lifestyle income tax relief, shared with books, devices and internet. The Budget documents do not yet say who the shelter must be registered with, so ask for the shelter's registration details and an official receipt in your name before you pay. Adoption from an individual rescuer is unlikely to qualify.

What does an adoption fee cover?
At SPCA Selangor:
- Cats, RM280: first vaccination, deworming, neutering and a cat carrier.
- Dogs, RM350: three vaccinations, deworming and neutering.
SPCA neuters every animal that passes through. Adult animals are neutered before they go home. If you adopt a kitten or puppy under six months, the shelter tells you when to bring it back for the operation.
Compare that with paying separately. Our vaccine and neutering cost guide shows a private-clinic first year for a puppy can run to RM500 to RM1,500. A shelter fee is often the cheapest way to get a pet that is already vaccinated and neutered.
Can you claim the adoption fee on your taxes?
Under the Budget 2027 proposal, yes, if:
- You adopt from a registered animal shelter.
- The adoption happens on or after 1 January 2027.
- Your total lifestyle claims stay within RM2,500 for the year.

Do not double count. When the adoption fee already includes vaccination and neutering, claim the fee once. Later booster vaccinations by a registered vet can be claimed as vaccination. The full rules and open questions are in our Budget 2027 pet tax relief guide.
How do you check a shelter is registered?
The Budget documents say "registered" without saying registered with whom. Until LHDN publishes its guidelines:
- Ask the shelter for its registration number and who it is registered with.
- Ask for an official receipt with the shelter's full name, the date, the amount and your name.
- Keep the adoption agreement and the vaccination card that comes with the pet.
A shelter that cannot give you a receipt is a warning sign for more than tax reasons.
What do shelters ask of adopters?
SPCA Selangor's published rules are typical of established shelters:
- You must be 18 or older. Students not living with their parents are not approved.
- Animals cannot be reserved by phone or email.
- The shelter may visit your home before approving.
- The shelter can approve or reject any application.
Expect questions about your home, working hours, other pets and who will care for the animal when you travel.
What does the first month cost after adoption?
Plan for:
- A vet check within the first week, even if the pet comes vaccinated.
- Food the shelter has been using, changed over slowly.
- A bed, bowls and a litter tray for cats, or a lead and harness for dogs.
- Booster vaccinations if the pet is young or only had its first dose.
- Holiday care. Book a pet hotel or sitter before you need one.
Bringing your new pet to PGH
We suggest giving a newly adopted pet two or three weeks to settle before its first groom, unless the coat is matted.
